This is a deleted scene that appears on the UK dvd of Kate and Leopold.  It's Bradley's character, JJ, making a speech.  It is completely improvised.   I recommend the version with the director's commentary, especially if you haven't seen the film, since James Mangold (director) helps explain what JJ is talking about (and it's a welcome explanation!)
